Entering a regulated market means two bodies of work. Your games have to be submitted, tested and approved, and you need to hold a manufacturer or supplier license in each jurisdiction. That part stays with you.
The other part is the platform underneath the games: developing it, testing it, submitting it, getting it approved, and then doing all of that again for every new market and every changed standard. That is the large majority of the time and cost, and it is the part that goes away.
